State agencies increasingly recognize that a strong Energy Savings Performance Contracting (ESPC) program is essential for addressing aging infrastructure, reducing operating costs, slowing local economies, and meeting energy and sustainability goals of the MUSH market. Yet many state programs face persistent challenges — limited staffing, inconsistent funding, capacity constraints, and shifting availability of federal support.
This session will focus on how to structure or refine a state ESPC program to drive greater agency participation and successful project execution, even in environments where funding and resources fluctuate.
