Developed by the Lawrence Berkely National Lab (LBNL), TOWT modeling helps M&V professionals understand complex energy consumption patterns. In an Option C Whole Facility M&V approach, weather, occupancy and operational schedules all influence consumption, but traditional M&V models often oversimplify these relationships. The TOWT separates weather-dependent and time-dependent loads to highlight variable consumption patterns by hour and day of week. For ESCOs, performance contracting depends on accurate, defensible M&V, since verified savings directly determine project payback and financial risk. TOWT models stabilize annual savings results, which protects guaranteed savings and reduces the likelihood of shortfalls or disputes. This has a direct impact on project payback, since savings drive cash flow used to repay capital-more reliable savings mean faster, more predictable payback and lower financial exposure for the ESCO.
