In this webinar, we will have David Terry, the Executive Director of the National Association of State Energy Officials (NASEO), open the session with an update on the activities and focus of the nation's state energy offices. After David, Joseph Hagerman, Director of MDA-Energy & Natural Resources Division, from Jackson, MS will tell us what's happening in their realm.

David Terry, President, National Association of State Energy Officials (NASEO)
David Terry is the President of the National Association of State Energy Officials and has worked with NASEO in a variety of capacities since 1996. Mr. Terry leads NASEO's policy actions and programs in support of the 56 governor-designated state and territory energy directors and their offices. NASEO communicates the states' views on virtually all national energy issues. Mr. Terry has participated in governor-led policy meetings, testified before U.S. Congressional Committees and presented at White House and international energy forums. Mr. Terry has 25 years of experience working on a range of energy issues for such organizations as the Governors’ Wind and Solar Energy and Coalition and Energy Services Coalition. Prior to working in the energy area, Mr. Terry was researcher at the National Academy of Sciences and a statistical analyst for a consumer products market research firm. He received a BA degree from Bowling Green State University, Bowling Green, Ohio, and he has completed graduate coursework in statistics and marketing at Virginia Tech, Blacksburg, Virginia.
Joseph Hagerman, Director of the Energy and Natural Resources Division, Mississippi Development Authority (MDA)
Joseph Hagerman, known as Joe, received his Bachelor of Architecture from Mississippi State University (MSU). Upon graduating, Joe joined MSU as a lecturer, instructing architecture design studios, engaging in building research, and leading community design initiatives throughout Mississippi and the Delta – through the Fred Carl Jr Small Town Center.
Joe earned a Master’s in Civil Engineering from the Fu Foundation School of Engineering at Columbia University in New York City. His academic work focused on engineering mechanics, specifically in cellular mechanics and the utilization of combustion fly ash in concrete. While at Columbia, Joe worked for Steven Winter Associates in South Norwalk, CT, where he focused on building materials and product development. Joe received the 2005 Metropolis Next Generation Award and the 2005-2006 Rafael Viñoly Fellowship from Rafael Viñoly Architects, NYC.
After graduating from Columbia, Joe became the project manager for the Building Technologies Group at the Federation of American Scientists (FAS), where he conducted research in new building technologies and demonstrated these technologies in the public sector under the direction of Dr. Arthur Rosenfeld and Dr. Henry Kelly. FAS is a DC-based advocacy organization that uses science and scientific analysis to promote public safety and the integrity of scientific research. FAS was founded in 1945 by scientists who worked on the Manhattan Project and currently includes over 60 Nobel laureates on its Board of Sponsors.
From 2009 to 2017, Joe served as a senior technical advisor at the Department of Energy’s (DOE) Office of Energy Efficiency and Renewable Energy (EERE). At EERE, he focused on building energy efficiency and new building technology development. He led all of DOE’s initiatives in smart buildings, transactive energy and controls, and building-to-grid research. Joe received the 2016 DOE Secretary Honor Award and the 2010 and 2014 DOE Distinguished Service Awards.
In 2019, Joe joined Oak Ridge National Laboratory (ORNL) after serving as the Deputy Chief Scientist at the National Rural Electric Cooperative Association (NRECA). At NRECA, he managed the federal research program (with funding from the Department of Defense and DOE) and the research staff who developed new research offerings for NRECA members, primarily at the utility distribution level, including cybersecurity, modeling, distributed controls, and the application of transactive energy concepts. While at ORNL, Joe served as the Section Head for all Building Technologies Research, overseeing 80+ research staff. He also managed one of DOE’s User Facilities, ORNL’s Building Technologies Research & Integration Center (BTRIC), the premier U.S. research facility devoted to the development of technologies to improve the energy efficiency and environmental compatibility of buildings. BTRIC identifies and develops energy-efficient building system technologies by forming partnerships between DOE and private industry. Concurrently, Joe held a joint appointment at the Georgia Institute of Technology (GT) as the director of the Energy Policy and Innovation Center (EPICenter) under GT’s Strategic Energy Institute (SEI).
At the Mississippi Development Authority (MDA), Joe serves as the Director of the Energy and Natural Resources Division and the designated State Energy Officer, established under The Energy Policy and Conservation Act of 1975 (P.L. 94-163).
