Charles K. McGinnis is currently the Vice President of Sustainable Infrastructure / Energy Solutions for Johnson Controls North America and the former Chairman of the Board for the National Association of Energy Service Companies (NAESCO). He is a senior executive within the Energy Services Industry, with a track record for helping organizations accomplish their mission, by deploying high performance teams to solve complex engineering and financial challenges. Adroit at growing people and organizations to deliver customer-focused innovation. Chuck lives for challenges using a combined knowledge of North American markets, financial modeling, customer needs, and technical applications for buildings and field-based delivery models. He provides unique ability to shape markets through strategy, legislation and government affairs. Chuck has managed or supervised businesses implementing over $10B in P3/PC and infrastructure/energy projects delivering in excess of $1.5B in verifiable energy savings over his 31-year tenure. He earned his Master of Business Administration (MBA) from the University of Wisconsin Madison - Executive Program and his Bachelors of Science from the University of Wisconsin Stout, School of Industrial Technology, Cum Laude. Chuck lives with his wife of 39 years - Patti - in Madison, Wisconsin and Naples, Florida. He has three grown children, Julie, Connor, and Sarah.
Randy Clark, Executive Vice President, Energy Infrastructure & Sustainability, The Efficiency Network (TEN)
Randy Clark is the Executive Vice President, Energy Infrastructure & Sustainability for The Efficiency Network (TEN), an ESCO that is headquartered in Pittsburgh, PA. In his role, Randy is responsible for driving TEN’s Energy as a Service (EaaS) business and providing structured finance solutions to TEN’s customers. Prior to joining TEN, Randy spent 25+ years at another national ESCO where he was responsible for their MUSH performance contracting and Public Private Partnership (P3) businesses.
Natasha Shah, Senior Vice President of Government Strategy, National Association of Energy Service Companies (NAESCO)
Natasha Shah is the Senior Vice President of Government Strategy, responsible for implementation and strategy working with the ESCO industry on advocacy, legislation, and industry-related matters at the National Association of Energy Service Companies (NAESCO).
Natasha has over 27 years of experience working in development and execution of energy efficiency and performance contracting, most recently serving as the Senior Vice President and General Manager at NORESCO. In addition, she served as chair of NAESCO’s board of directors from 2015-2018. Natasha holds a Bachelor of Science in Biomechanical Engineering from Louisiana State University.
Alyssa Wingenfield, P.E., Leed AP BD+C®, Vice President, Sales & Marketing, McClure Company
Alyssa Wingenfield is a registered engineer in the state of Pennsylvania and serves as the Vice President of Sales and Marketing at McClure Company. Alyssa has more than 18 years of experience in the professional practices of performance contracting, engineering, and construction. She joined McClure Company in 2007 and worked in several engineering and sales roles throughout his career.
Alyssa graduated from Penn State University with a Bachelor of Architectural Engineering in 2009. Since that time, she has worked at McClure Company in a variety of functions: mechanical designer, energy service specialist project development engineer, and account executive. With experience in sales and engineering design, Alyssa has assisted K-12 schools, government entities, higher education and other organizations in securing grants, low interest loans, and utility rebates to help subsidize energy efficient and renewable technology installations such as geothermal, biomass boilers, and solar photovoltaic systems. Her work has led to over $300 million in energy focused construction projects across Pennsylvania’s K-12 schools.
Outside of McClure, Alyssa is very active in volunteer and professional organizations. She became the first female president of the Central Pennsylvania ASHRAE Chapter. She has also served as a teacher coordinator for over twelve years for Central Pennsylvania Future City Competition. Alyssa has also been recognized in here industry through a variety of awards: Central Pennsylvania Young Engineer of the Year, DiscoverE New Face of Engineering, and Penn State’s College of Engineering Young Alumni Achievement Award.
In her free time, Alyssa enjoys camping, kayaking and spending time with her husband, Justin, and two children (Elle – 9 and Trace – 7).

Bob Hinkle, Founder & CEO, Metrus Energy
Bob established Metrus in 2009 and created the Efficiency Services Agreement (ESA) and Sustainable Energy Services Agreement (SESA), which has become the contractual backbone for the financing of large-scale energy efficiency retrofit and renewable energy projects. Bob helped develop and grow the Energy as a Service market, which is currently a $5.4 billion industry. Previously, Bob was vice president of energy efficiency at MMA Renewable Ventures where he directed the company's overall energy efficiency financing business and identified and negotiated investment opportunities with ESCOs and large commercial and industrial energy users. He has over 25 years of experience in the energy industry and worked for 10 years at Nexant (at that time owned by Bechtel Corporation). He has developed and implemented over $500 million of large-scale energy efficiency projects and clean energy investment programs in the U.S. and in emerging global markets for utilities, major energy end-users, government agencies, export credit agencies and international donors. Bob previously served as a Board Member for the California Energy Efficiency Industry Council and was an entrepreneur in residence for the California Clean Energy Fund focusing on the identification of new business models for energy efficiency. He has authored articles published in leading sustainable energy publications including Bloomberg, GreenBiz and Utility Dive. Bob has an MA degree in international business from the Fletcher School, Tufts University and a BA degree in international politics and economics from Middlebury College.

With over three decades of experience in the construction and energy sectors, Valerie Moran has built a dynamic and inspiring career rooted in technical knowledge, strategic leadership, and a commitment to excellence. Her journey began 30 years ago as an intern in the Switchgear Department at Turtle and Hughes. After graduating from West Virginia University, she joined Labov Mechanical in South Jersey and later transitioned to Johnson Controls, where she spent 14 years in service and energy solutions sales across New Jersey and New York. During her tenure, Valerie was influential in the writing of the 2019 Legislation allowing Energy Service Companies to work in New Jersey. She also achieved prestigious Master Sales status, recognizing her among the top 5% of sales professionals worldwide for nine years.
Following a brief tenure at ESG, Valerie Moran reconnected with longtime colleague Josh Costell during the COVID-19 pandemic. Together they saw an opportunity to build something extraordinary. Leveraging her deep industry expertise and business acumen, she helped scale the company dramatically growing revenue volume and market presence to position JDC Energy as New Jersey’s leading energy performance contracting firm, now generating over $100 million annually. Her leadership has been instrumental in expanding the company’s impact and delivering high-value energy solutions across the region.
Outside of work, Valerie finds her greatest joy in family. She is a proud mother of three: Vincent, a Corporal in the United States Marine Corps, as well as Collin and Allyson. She has been married for 16 years to her husband Ted, whose unwavering support has been a cornerstone of her success. Together, the family enjoys golf outings, ski racing adventures, and weekends spent cheering on their favorite college football and Major League Baseball teams. Whether at home or in the field, Valerie brings passion, perseverance, and heart to everything she does.

As Director of Strategy, Energy Contracts & Construction, Tom Ferrentino brings over 30 years of experience in public sector sales, cooperative purchasing, and strategic growth. He’s held leadership roles at School Specialty, PlayPower, Carlisle Construction, and The Scarlette Group—helping expand public project opportunities through contracts like TIPS and CoStars. In his role, Tom works to manage and expand TIPS vendor growth in energy and construction-related sectors.

Harry Rahman, Director Architectural Films, XPEL Inc. (moderator)
Harry Rahman is the Global Director of Architectural Films for XPEL Inc. He has over 25 years’ experience in the energy efficiency industry related to the window films, building envelope solutions, marketing, sales, and energy efficiency related solutions.
As a current board member and former vice-president of the International Window Film Association, Harry holds a bachelor’s degree in marketing from the University of Houston. He is frequently requested as a speaker on the broad topics of energy efficiency, green business practices, and energy modeling.
During his career, Harry has worked closely with builders, architects/energy engineers and energy savings companies. His understanding of these topics has made him a valuable resource on the product and relationship side. He has developed and implemented business development plans for the Americas, Europe, and Asia. Under his leadership, and within 18 months of launch, while the company was on a great growth curve, it was acquired by one of the leading brands in the window film industry, XPEL Inc.
Additionally, Harry has consulted with commercial clients throughout the U.S, Mexico and South America, on retrofit product selection, and conducted energy modeling for clients. Some of the clients he has worked with are Royal Caribbean Cruise Lines, Bank of America, the State of Texas, and Marriott.
In his spare time, Harry enjoys spending time with his extended and immediate family. He is married with 2 kids, and he resides in Houston, Texas.
Josh Howes, CEO & Founder, Walker Blue
Josh is a Professional Engineer licensed in all 50 states and has been an advocate and leader in all things related to the energy tax code since 2011. He is the CEO of Walker Blue, LLC, a national leader in energy tax incentives and energy engineering, specializing in 179D and 45L tax certifications, ITC, domestic content, and prevailing wage compliance.
Steve Lindemann, Chair of Business and Commercial Litigation Division, Stinson, LLP
Steve works with companies involved in the construction industry to manage risk and to solve problems. He also serves as the lead attorney for Fortune 100 companies who have selected Stinson as their national construction counsel.
Steve has represented contractor and design professional clients in trials, arbitrations and mediations involving design and construction defects, delays, disruption, energy efficiency guarantees, mechanic’s liens, payment bonds, construction cost audits, claims for extra work and catastrophic fire loss. Steve also counsels construction and energy clients on a broad range of issues, from contract negotiation to dispute avoidance. He has extensive experience representing energy services companies in connection with performance contracts and helping other clients involved with government contracts and P3 projects.
Ranked as one of America’s Leading Business Lawyers in Minnesota in construction law by Chambers USA, Steve has also been named among The Best Lawyers in America® in the area of construction law and has been selected multiple times for inclusion in Super Lawyers® in the area of construction litigation.
Devoted to educating his clients on best practices, Steve has taught courses for the Associated General Contractors of Minnesota and given multiple seminars on performance contracting for the National Association of Energy Services Companies and other construction trade associations.
Dedicated to giving back to the community through pro bono legal service, Steve was one of the founders of the firm’s Deinard Legal Clinic, which is housed within the Community-University Health Care Center in the Phillips neighborhood of Minneapolis.
Before joining the firm, Steve clerked for two years for the Honorable Paul Magnuson of the U.S. District Court for the District of Minnesota.

Ally is a federal policy expert with over a decade of experience in advancing equity-driven education policies. She is co-owner and founder of a women-owned government relations firm that supports nonprofit, mission-based clients with policy & advocacy, grassroots organizing, coalition management, and direct lobbying. Her work is fueled by a deep commitment to eliminating equity gaps that impact underserved children and families and chronically under-resourced communities.
Ally has helped secure billions in federal funding for education programs and is known for her ability to bring diverse groups together to successfully influence legislation. In her role as Executive Director for BASIC, she has helped secure tens of millions of dollars from the federal government to support states and districts as they modernize school facilities. She helped write the legislation that created the Supporting School Infrastructure grant program and the National Center on School Infrastructure.
In 2022, she was honored with the Women in Government Relations “Advocate on the Rise” award for her dedication and service to nonprofit organizations. During law school, Ally received the award for most pro-bono hours served for the time she spent teaching 4th and 5th grade students in the most underserved schools in Yonkers New York. She graduated from Pace Law School in 2013 and from Florida State University in 2010.

Michael joined Greentech from Robert W. Baird where he was Managing Director and Head of the Energy Technology Banking team. Previously, he spent several years as Managing Director of Baird’s Energy Technology research efforts. Please call the hotel directly at (877) 603.4389 or connect via its online link to make your room reservation. The special group rate is $161.00 per night plus applicable taxes and will be based on availability at the time of booking. The rate will reflect the $40 resort fee that is on top of the contracted rate automatically on the reservation link. To guarantee the special group rate you must make your reservation no later than Friday, October 3rd, 2025. Please identify yourself as a NAESCO Annual Conference attendee.
Reservations may be cancelled 72 hours prior to the day of arrival, otherwise there will be a cancellation fee equal to one night’s room rate plus applicable taxes.
