The National Association of Energy Service Companies and the Energy Services Coalition combine annual meetings, NAESCO’s R3 Conference & Innovation Expo and ESC’s Market Transformation, to bring together experts and leaders influencing the future of energy services from across the industry.
This premier event highlights opportunities for energy infrastructure improvements and upgrading the nation’s building infrastructure. Attendees include leaders from state, local, and federal government; the DOE; state energy offices; energy service companies; contractors; product & service suppliers; and non-profit organizations and coalitions dedicated to advancing the transition to zero carbon emissions, deploying renewable energy projects, and modernizing the built environment.

Shayne Homan, PE, President & CEO, McClure Company (NAESCO Board Vice-Chair)
Shayne has more than 23 years of experience in the professional practices of performance contracting, engineering, and construction. He joined McClure Company in 2001 and worked in several engineering and sales roles throughout his career prior to serving as Vice President of Energy Services for more than a decade. Shayne was named President and CEO in 2024.
In his role as Vice President of Energy Services, Shayne was responsible for oversight of all McClure Company energy projects and design/build acquisition. Through a committed effort to the energy efficiency market, strategic business planning and organic growth, Shayne led McClure’s Energy Services division to be one of the company’s significant and primary profit centers. In his current role as President, Shayne remains actively involved in project acquisition and development, ensuring that all performance and financial goals are met.
Shayne is a licensed Professional Engineer, a Certified Energy Manager with the Association of Energy Engineers, and a LEED Accredited Professional by the US Green Building Council. He holds a B.S. in Mechanical Engineering Technology from The Pennsylvania State University. Shayne is on the board of directors for National Association of Energy Service Companies (NAESCO) and is active in many other professional industry organizations including the American Society of Heating, Refrigerating and Air-Conditioning Engineers, US Green Building Council, and Association of Energy Engineers.

David Terry, President, National Association of State Energy Officials (NASEO)
David Terry is the President of the National Association of State Energy Officials and has worked with NASEO in a variety of capacities since 1996. Mr. Terry leads NASEO's policy actions and programs in support of the 56 governor-designated state and territory energy directors and their offices. NASEO communicates the states' views on virtually all national energy issues. Mr. Terry has participated in governor-led policy meetings, testified before U.S. Congressional Committees and presented at White House and international energy forums. Mr. Terry has 25 years of experience working on a range of energy issues for such organizations as the Governors’ Wind and Solar Energy and Coalition and Energy Services Coalition. Prior to working in the energy area, Mr. Terry was researcher at the National Academy of Sciences and a statistical analyst for a consumer products market research firm. He received a BA degree from Bowling Green State University, Bowling Green, Ohio, and he has completed graduate coursework in statistics and marketing at Virginia Tech, Blacksburg, Virginia.
Commissioner J. Andrew McAllister, PhD, California Energy Commission
Andrew McAllister was first appointed to the California Energy Commission in 2012, and in 2022 was reappointed by Governor Newsom to a third term. Commissioner McAllister’s priorities include: decarbonization of buildings and industry; energy efficiency of buildings and appliances; load flexibility as a tool for grid optimization; improving access to data and analytical tools that can drive innovation at the grid edge; alignment of energy and housing policy & programs; and amplifying California’s innovation-centered approach through collaboration with diverse partners beyond our borders.
Commissioner McAllister has worked in the energy efficiency and renewable energy spaces for more than three decades. Before CEC he served as managing director of a California-based clean energy non-profit; energy efficiency and renewable energy specialist at an international NGO; utility energy efficiency program consultant; and researcher at a DOE national laboratory. He has worked in numerous countries to deploy clean, cost-effective energy solutions partnering with counterparts ranging from tiny remote communities to the largest of utilities.
Commissioner McAllister chairs the Western Interstate Energy Board and serves on the boards of the National Association of State energy Officials, the Smart Electric Power Alliance, and Camp Kesem at UC Davis. He holds M.S. and Ph.D. degrees from the Energy and Resources Group at the University of California, Berkeley, and B.A. from Dartmouth College. He served as a U.S. Peace Corps volunteer.
Session 1B: K-12 Schools

Description: This session provides an overview of federal funding and resources available to K-12 schools for facility upgrades, focusing on energy efficiency and modernization. Speakers will discuss methods schools can use to secure funding, including leveraging state and local resources and forming partnerships with ESCOs. Warren County Public School will share how they were able to renovate six schools within a 9-week summer break, improving thermal comfort, air quality, and equipment reliability while saving the district $1.4M annually by leveraging an Energy Savings Performance Contract (ESPC). Attendees will gain practical insights into innovative financing solutions for improving school infrastructure.
Chad Riggs, Partner, CMTA Energy Solutions (moderator)
Chad Riggs has over thirteen years of experience in the performance contracting industry leading solution development, implementation, and measurement and verification for various K-12, higher education, and government projects. As a Partner for CMTA, he leverages the 56 years of high-performance MEP design experience of his firm to deliver exceptional projects, such as zero energy buildings, zero energy renovations, and multiple geothermal HVAC renovations all funded by performance contracts. Utilizing a holistic, data-driven design approach allows Chad to consistently deliver excess utility savings and unparalleled results to clients nationwide. In 2024, one of his projects was recognized as the 1st Place winner of an ASHRAE International Technology Award for innovative building design in the areas of occupant comfort, indoor air quality, and energy conservation.

Phoebe Beierle, Programs Senior Manager, U.S. Green Building Council
Phoebe Beierle has over fifteen years of experience in the green building industry with a unique focus on the K-12 sector. She currently serves as Senior Manager of Programs at the U.S. Green Building Council’s Center for Green Schools, where she leads educational program strategy for more sustainable, resilient, and healthy schools. Specifically, Phoebe supports the School District Sustainability Leaders’ Network, now representing 300 sustainability staff working at K-12 school-districts across the country, through unique tools, best practice education, research, and leadership development programs. Her work is informed by the on the ground experience in green building design and sustainable operations which she built during her five years as Sustainability Manager at Boston Public Schools. In her free time, Phoebe can be found advocating for greener buildings and communities locally. She is a founding member of Built Environment Plus, advisor to Boston Green Academy’s CTE program, and an active volunteer with several sustainability and building committees in her Town.
Reilly Loveland, Associate Director, New Buildings Institute
Reilly Loveland is an Associate Director at New Buildings Institute (NBI), a national non-profit organization dedicated to research and developing leading edge practices and technology applications for high performance buildings and translating them into innovative and practical solutions for building professionals, government agencies and utility energy efficiency programs. At NBI, Reilly leads the schools team which focuses on developing educational opportunities and resources for a better understanding of healthy, energy efficient, carbon neutral schools. The program’s focus is on drastic energy and carbon reduction in K-12 schools to ensure optimal spaces for students and staff to work, learn, and play. Her work spans new construction, retrofits, and facilities upgrades programs. Reilly also designs and develops NBI workshops, public engagement materials, and other technical and market transformation resources. Reilly has received several awards including USGBC Women in Green, USGBC Center for Green School’s Ambassador Award, and the NEEA Rising Star Award for her work advocating for sustainable schools.
Christopher C. McIntyre, CPA, CGMA, CSFO, CFO/COO/Treasurer & Construction Supervisor, Warren County Public Schools
Christopher C. McIntyre, CPA, CSFO, CGMA began his career with Warren County (KY) Public Schools in June 2005. He was promoted to Director of Finance in 2007 and CFO/Treasure in February 2015 whereby he assumed the responsibilities of Director of Finance and CFO/Treasurer along with facilities and construction. As of July 1, 2023, he too absorbed the role of Chief Operations Officer in addition to his other duties.
As a native of Warren County and a graduate of Greenwood High School, a Warren County Public Schools, he continued his collegiate education at Western Kentucky University where he earned a degree in accounting in 2001. He spent nine years in the banking industry whereby he was the CFO of two federal savings banks and asset liability manager and financial analyst for a five-bank holding company managing assets exceeding $1B.
In addition to his “day job,” Mr. McIntyre currently serves on the Kentucky State Board of Accountancy (appointed by the Governor), Kentucky School Board Association's Unemployment Program Board of Trustees, the Warren County Parks and Recreation Advisory Board. He often serves as a presenter at conferences such as Kentucky Association of School Business Officials, Kentucky Association of School Superintendents and Kentucky School Boards Association.
Mr. McIntyre currently resides in Bowling Green, Kentucky with his wife Susan and their two kids Caden & Paxton.

Steve Lindemann, Chair of Business and Commercial Litigation Division, Stinson LLP
Steve Lindemann works with companies involved in the construction industry to manage risk and to solve problems. He also serves as the lead attorney for Fortune 100 companies who have selected Stinson as their national construction counsel.
Steve is a lawyer who serves as chair of the commercial litigation division at the national law firm of Stinson, LLP. He has represented contractor and design professional clients in trials, arbitrations and mediations involving design and construction defects, delays, disruption, energy efficiency guarantees, mechanic’s liens, payment bonds, construction cost audits, claims for extra work and catastrophic fire loss. Steve also counsels construction and energy clients on a broad range of issues, from contract negotiation to dispute avoidance. He has extensive experience representing energy services companies in connection with performance contracts and helping other clients involved with government contracts and P3 projects.

Ben Eastburn, Attorney & Partner, Stinson LLP
Ben is a former U.S. Navy officer and shipyard project manager, and he has served as a vice president and general counsel for a specialty construction company. He has a wealth of practical knowledge from these roles that he brings to bear for each client he represents. In his current role, Ben represents a host of clients nationwide, primarily in the construction and energy industries. Ben’s clients include owners, developers, general contractors, subcontractors, and suppliers. He serves as a vital resource to clients in a variety of energy-related matters including renewable energy companies, energy savings performance contractors, and utilities. Ben has significant experience negotiating and drafting contract documents for commercial construction, EPC, UESC, and energy savings performance contracting projects. He also handles disputes involving construction and design defects, performance and energy efficiency guarantees, delays, disruptions, cost overruns, government contracting, lien, bond, and equitable price adjustment claims.

Description: State Energy Offices have become pivotal in the implementation of several funds that are part of the Inflation Reduction Act. Each fund requires a plan to be developed and approved by the federal government, funding oversight and follow-up. Hear from the State Energy Officials about their plans and experiences to date with these funds.

Courtney Jenkins, President, ENGIE Services (moderator)
Courtney has the distinct pleasure of serving as the President of ENGIE Services U.S. The national team she oversees is focused on engineering, financing, and implementing transformative sustainability solutions for educational, governmental, healthcare and C&I entities across the U.S., with an aim to accelerate the energy transition through the integration and optimization of low-carbon solutions on our customers' sites, including distributed generation, energy efficiency, resiliency, and eMobility offerings. Her team oversees over 400 MW of clean power assets and has led some of the most innovative public-private partnerships across the U.S.
Prior to these roles, Courtney has served in a series of expansive management positions within key commercial, operational, and strategic leadership functions with ENGIE, OpTerra, and Chevron’s clean-tech division, all of which centered around driving sustainability transformations and building high-performing business lines. As a ferocious champion for diversity, equity, and inclusion in the workplace, she had the honor of co-founding the ENGIE Services Women in Networking group within North America and continues to serve on both ENGIE’s Executive Steering Committee for DEI globally and the ENGIE North American Culture and Values Leadership Team (CVLT). Concurrently, Courtney is proud to serve on the Board of Directors for the National Association of Energy Services Companies (NAESCO), a leading voice for industry advocacy and policy-shaping in the U.S. market. And recently, she was named one of the Silicon Valley Business Journal’s Top 100 Women of Influence. Courtney holds her AB with honors from Brown University and her MSc with first-class distinction from the University of Oxford.
Eddy Trevino, Director, Texas, State Energy Conservation Office
Eddy Trevino is the Director of the Texas State Energy Conservation Office (SECO). Through energy efficiency, SECO helps public entities improve working and learning environments. Energy efficiency assistance is provided through a technical assistance program, emerging clean energy technology program, education and training program, and an energy-efficiency revolving loan program. Mr. Trevino’s professional designations include a registered Professional Engineer and a Certified Energy Manager. He has 35 years of engineering and management experience. While attending the University of Texas at Austin, Mr. Trevino earned the following degrees: Bachelor’s in architectural engineering, an MBA, and a Master in Technology Commercialization.
Josh Howes, CEO, Blue Energy Group
Josh was born and raised in Kentucky. After graduating from the University of Kentucky, he and his wife Becky moved back to Louisville where they have raised their 5 children. He is the owner of Blue Energy Group which is an engineering firm that specializes in commercial building energy tax incentives. Josh is a Professional Engineer licensed in all 50 states and has been an advocate and leader in all things related to the 179D tax code since 2011. In his spare time Josh enjoys spending time with family, competing in Crossfit competitions, and is co-owner of Watch Hill Proper, a bourbon bar and restaurant.
Daniel Webber, Public Affairs Specialist, Internal Revenue Service
Daniel Webber is a Public Affairs Specialist with the Tax Outreach, Partnership and Education (TOPE) Branch of the Internal Revenue Service.
TOPE is an outreach function that launched in January 2018. The TOPE Team focuses on developing and building relationships with organizations outside of traditional tax communities. TOPE also shares messaging on initiatives such as the tax credits under the Inflation Reduction Act, Filing Season guidance, Family Tax Credits, Tax Scams, etc.
Daniel has served as a public servant with the Department of Treasury for 9 years. Prior to joining the TOPE Branch, he worked in the Wage and Investment Division.

As the Director of Business Development for Ameresco’s West Region, Brian oversees initial project pursuits, project development, design, financing, scheduling, implementation, and long-term performance. He has been delivering energy, infrastructure, and construction projects for public and private entities in the west for 24+ years.
Mr. Solan’s experience includes initial project evaluation and development, construction project management, design engineering, leading a team of structural, mechanical, and electrical engineers, and providing business development leadership. Aldo Mazzaferro, PE, CEM, CEA, Executive Director of Business Development – Clean Energy, NV5
Aldo Mazzaferro serves on the national board of directors of the Energy Services Coalition and he is the Executive Director of Business Development for NV5’s Clean Energy Group. Based out of New York City, Aldo focuses on helping his clients initiate, implement, and monitor their Energy Savings Performance Contracting initiatives. Throughout his career, Aldo has served as an Owner’s Representative on behalf of dozens of federal, state, and local government agencies around the country resulting in nearly $1 Billion worth of ESPCs.
Peter Flynn, Managing Partner, Bostonia Partners
Peter Flynn is a managing partner of Bostonia Partners, a financial services and investment-banking firm that concentrates on funding real estate, energy services and sustainable infrastructure projects. Peter focuses on financing energy services, distributed generation and renewable energy projects in the federal, commercial and MUSH markets in the United States and Canada. Since 1998, Bostonia has financed over $15 billion in infrastructure assets, including approximately $3 billion in federal, municipal and commercial energy services projects.

Alyssa Wingenfield, P.E., Leed AP BD+C®, Vice President, Sales & Marketing, McClure Company (moderator)
Alyssa Wingenfield is a registered engineer in the state of Pennsylvania and serves as the Vice President of Sales and Marketing at McClure Company. Alyssa has more than 17 years of experience in the professional practices of performance contracting, engineering, and construction. She joined McClure Company in 2007 and worked in several engineering and sales roles throughout her career.
Alyssa graduated from Penn State University with a Bachelor of Architectural Engineering in 2009. Since that time, she has worked at McClure Company in a variety of functions: mechanical designer, energy service specialist project development engineer, and account executive. With experience in sales and engineering design, Alyssa has assisted K-12 schools, government entities, higher education and other organizations in securing grants, low interest loans, and utility rebates to help subsidize energy efficient and renewable technology installations such as geothermal, biomass boilers, and solar photovoltaic systems. Her work has led to over $300 million in energy focused construction projects across Pennsylvania’s K-12 schools.
Outside of McClure, Alyssa is very active in volunteer and professional organizations. She became the first female president of the Central Pennsylvania ASHRAE Chapter. She has also served as a teacher coordinator for over ten years for Central Pennsylvania Future City Competition. Alyssa has also been recognized in here industry through a variety of awards: Central Pennsylvania Young Engineer of the Year, DiscoverE New Face of Engineering, and Penn State’s College of Engineering Young Alumni Achievement Award.
In her free time, Alyssa enjoys running, camping and spending time with her husband, Justin, and two children (Elle – 7 and Trace – 6).
Dave Ribeiro, Director of Local Policy, The American Council for an Energy-Efficient Economy (ACEEE)
Dave Ribeiro manages the Local Policy Program at the American Council for an Energy-Efficient Economy (ACEEE) and works to scale-up local, equitable energy efficiency strategies. He oversees the program’s strategic direction, research and technical assistance agenda, and implementation work in cities and communities. He oversees several initiatives including Residential Retrofit for Energy Equity (R2E2) to scale community-scale affordable housing retrofit programs; Energy Equity for Renters to work with cities and community-based organizations to incubate and implement rental efficiency strategies; and the Energy Efficiency and Conservation Block Grant Program (EECBG) Blueprint Cohorts for EECBG grantees. Dave oversaw the annual City Clean Energy Scorecard from 2015 to 2020, benchmarking dozens of cities on their energy efficiency and clean energy efforts. He joined ACEEE in 2013.
Before joining the ACEEE, Dave was a policy advisor at the NYC Department of Environmental Protection. He holds a Bachelor of Arts in History from the College of the Holy Cross and a Master's in Science in Energy Policy and Climate from Johns Hopkins University.
Alex Grant-Hudd, Technical Assistance Specialist, Energy Efficiency and Conservation Block Grant (EECBG) Program Team, Office of State and Community Energy Programs (SCEP)
Alex Grant-Hudd is a dedicated sustainability and clean energy professional currently serving as a Technical Assistance Specialist on DOE’s EECBG Program team. In this role, she provides critical support developing and managing technical assistance opportunities for 2700+ EECBG states, local governments, and tribes, with the goal of reducing barriers for grantees to achieve their clean energy goals and maximizing their project impact. She leads the EECBG Program Blueprint Cohorts initiative, which provides peer learning opportunities and expert project implementation support to EECBG grantees around 13 clean energy technology areas. Alex initially joined DOE in 2023 as an ORISE Fellow, and also serves on the management team for the Communities Local Energy Action Program (LEAP).
Prior to joining DOE, Alex served as a Public Policy Research Analyst at the City and County of Honolulu’s Office of Climate Change, Sustainability, and Resiliency, through the AmeriCorps VISTA program. She holds a Bachelor of Arts in Environmental Studies from the University of California Santa Barbara and a Master of Arts in Climate and Society from Columbia University’s Climate School.
Mary Jo Warskow, Director of Community Consulting, Elevate NP
Mary Jo Warskow is a Director of the Community Consulting team at Elevate, a nonprofit organization dedicated to providing equitable access to clean and affordable heat, power, and water in homes and communities. In this role, Mary Jo manages a variety of projects which provide communities with technical assistance to plan, fund, and implement climate and energy-related initiatives. Mary Jo and her team have developed expertise in program design, community engagement, funding and financing mechanisms, workforce development and energy technologies. The team works with Federal agencies, local governments, partner for- and non-profits and community-based organizations.
In previous roles at Elevate, Mary Jo facilitated green building certifications for affordable housing developments, managed a multi-million-dollar utility energy efficiency program for LED streetlight upgrades, lead the development and implementation of the communications plan Ameren Illinois’ Peak Time Rewards program and designed innovative outreach strategies for the ComEd and Ameren Illinois dynamic pricing programs.

Carolyn is the Director of Business Development at Willdan, where she leads the development and implementation of energy infrastructure and decarbonization programs throughout California. With over 14 years of experience in the ESCO industry, she possesses a deep passion for delivering transformational projects to K-12 and municipal clients. Willdan’s leadership in tackling decarbonization and project funding has earned them the recognition as the fastest-growing accredited ESCO by NAESCO in 2024.
Carolyn holds a Bachelor's degree in Mechanical Engineering and is a certified energy manager. In 2020, she was honored with the Sacramento Business Journal’s 40 Under 40 award and was named Northern California’s Energy Manager of the Year in 2021. As a certified yoga instructor, her approach is grounded in balance and integrity, reflecting her commitment to authentic and effective leadership.
Nick Silbergeld, Credit Investments Team's Director, HASI
Nick Silbergeld is a Director on the Credit Investments team at HASI (NYSE: HASI), a leading investor in climate solutions. He is responsible for originating, structuring, and executing transactions with a focus on the firm’s energy efficiency investments and securitization platform.
Prior to joining HASI in 2022, Mr. Silbergeld worked at Calvert Impact Capital managing investments across various sectors, with a previous role at J.P. Morgan in the commercial mortgage securities group. He is a member of the Maryland Clean Energy Center's Advisory Council, which advises the Executive Director and assists in developing strategic objectives. He holds a Bachelor’s Degree in Economics from Denison University and a certificate in Clean Energy Finance from the Yale University.
Michael Grossman, Chief Investment Officer, Climate United
Michael is the Chief Investment Officer at Climate United. Previously, he created the private credit business at New Island Capital to provide debt capital to the renewable energy, sustainable agriculture, education and financial inclusion sectors in the United States and emerging markets. Michael was responsible for international lending at Calvert Impact Capital and oversaw impact investing at Social Finance where he managed and launched multiple impact-first investment vehicles. He spent more than a decade at Citibank in Africa where he managed the Senegalese and Tunisian banking operations. Michael was a Senior Advisor to McKinsey's Social Sector Office and helped launch the Millennium Challenge Corporation and the African Development Bank's Trade Finance business.
Michael sits on multiple public and private investment or credit committees. He is a graduate of MIT and Georgetown University. Michael is a Salzburg Global Fellow and a Chevalier in Senegal's National Order of the Lion.

Abby Banerjee, President of OED, Control Air Enterprises, LLC (moderator)
Principal Engineer for Control Air Enterprises (CAE) and founding principal of Optimum Energy Design (OED), a sister company, Abby has over 30 years of experience in the mechanical engineering field, sustainability, energy efficiency and commissioning. His projects and experience encompass a wide range of sectors, including but not limited to critical facilities, municipal facilities, laboratory, industrial, mixed use, healthcare, education, office buildings, and central utility plants. Although primarily focused in California, Abby’s work also includes projects in the surrounding states of Nevada, Arizona and Texas. Abby has over three decades of experience in solution-oriented and innovative engineering. As principal, Abby is involved many aspects of the business including business development, design, implementation, education, and advocacy in support of energy efficiency. He received his Bachelor of Science degree in Mechanical Engineering from California Polytechnic University. Abby is actively involved in multiple affiliations including ASHRAE and ACG (American Commissioning Group). He is a licensed mechanical engineer in multiple states in the U.S. while also holding credentials such as LEED AP, ACG CxA and ACG EMP.
Eric Nyenhuis, Energy Engineering & Sustainability Director, Southland Industries
Eric has worked in the energy consulting and ESCO industry for 30 years in energy engineering, M&V, project development, and business leadership roles. As a leader in the industry, he has helped federal, private, and municipal clients achieve their sustainability and resilience goals by enhancing the effectiveness and performance of their office buildings, schools, hospitals, and federal installations. As a business leader, Eric has supported successful growth in multiple large ESCOs, most recently at Southland Industries. At Southland, he is responsible for Energy Engineering, Performance Assurance, and Consulting.
Edan Simpson, Director of Business Development, Siemens
Edan has over 15 years of experience in the energy industry, and currently serves as the Director of Business Development at Siemens. His career leadership led to the successful deployment of over 90 MW of distributed energy technologies, pioneering California's first statewide energy efficiency program and spearheading the development of three virtual power plant projects. Edan's commitment to a sustainable energy future is evident through their collaboration with industry leaders, advocacy for policy changes, and drive for technological advancements.
Becky Wacker, Director of Energy Service Sales, Trane Technologies
Becky Wacker is the Director of Energy Services Sales for the Americas, leading acquisition and implementation of complex facility programs and projects. She has 15 years of experience helping customers leverage their buildings to better meet their organizational goals, with a particular passion for decarbonization and efficiency.
She received her Bachelor of Science degree in Aerospace Engineering from the University of Minnesota while winning two Division I National Championships with the Women’s Ice Hockey team. Becky sits on the board for Clean Energy Economy Minnesota (CEEM) and NAESCO, and can often be found in a sports venue playing, watching, or coaching in her spare time.

Ashley Lough, Director of Energy Services, Climatec, LLC (moderator)
As Climatec’s director of energy services, Ashley Lough leads energy, gas, and water infrastructure renewal programs for California’s public sector. With nearly two decades of industry experience, Ashley has secured more than half a billion dollars in funding for public agencies seeking to revitalize their infrastructure for fiscal and environmental sustainability.
Ashley specializes in program management, stakeholder engagement, and brand building focusing on education, local government and special districts. Her design, funding, and implementation experience throughout the southwest makes her a valuable resource for the energy services community. Ashley maintains partnerships with key advocacy organizations and serves on the California City Management Foundation (CCMF) Board of Trustees.
Dub Taylor, Executive Director, Energy Services Coalition
For more than three decades, Dub Taylor has helped advance cost-effective, clean energy technology and policy through his work in the public and private sectors. He currently serves as Executive Director of the Energy Services Coalition (ESC) and is active on the Boards of several local, state, and national organizations focused on clean energy technology deployment and financing.
Dub joined the ESC after 21 years as the director of the Texas State Energy Conservation Office (SECO). Under his leadership, SECO helped the state make the most of domestic energy, reduce state and local government energy costs and promote cost-effective clean energy technologies. Prior to SECO, Taylor’s public sector experience includes six years with the Texas Railroad Commission’s Alternative Fuels Research and Education Division. Taylor’s private sector experience was focused on commercial real estate, property appraisal, and property tax consulting. He is a native of Dallas and a graduate of the University of Texas at Austin.
David Terry, President, National Association of State Energy Officials (NASEO)
David Terry is the President of the National Association of State Energy Officials and has worked with NASEO in a variety of capacities since 1996. Mr. Terry leads NASEO's policy actions and programs in support of the 56 governor-designated state and territory energy directors and their offices. NASEO communicates the states' views on virtually all national energy issues. Mr. Terry has participated in governor-led policy meetings, testified before U.S. Congressional Committees and presented at White House and international energy forums. Mr. Terry has 25 years of experience working on a range of energy issues for such organizations as the Governors’ Wind and Solar Energy and Coalition and Energy Services Coalition. Prior to working in the energy area, Mr. Terry was researcher at the National Academy of Sciences and a statistical analyst for a consumer products market research firm. He received a BA degree from Bowling Green State University, Bowling Green, Ohio, and he has completed graduate coursework in statistics and marketing at Virginia Tech, Blacksburg, Virginia.
Laura Carpenter, Advisor for Department of Energy (DOE)
Laura Carpenter is an Advisor for Partnerships and Technical Assistance for the U.S. Department of Energy Office of State and Community Energy Programs where she supports the development and implementation of resources and initiatives to help state and local governments achieve their energy efficiency and emissions reduction goals. Laura holds a Master's of Public Policy from Georgetown University and a Bachelor of Arts from the University of New Hampshire.

Exhibitors must complete the exhibitor application online. The exhibit hall generally sells out, so register as soon as possible. Payment
Exhibit payment MUST be received by ACH or credit card prior to exhibitor setup. Sponsorship and exhibitor fees must be paid prior to the conference. Any Request for Cancellation of the space commitment must be made in writing and received by NAESCO no later than Friday, October 4, 2024. NAESCO will refund your payment less a $250 processing fee. There will be no refunds after October 5.
