ESPC 2.0: Energy Savings Performance Contracting in State and Local Government
Energy Savings Performance Contracting (ESPC) provides state and local governments with an approach to improving public facilities, reducing energy costs, and supporting long-term operational savings.
This 90-minute “ESPC 2.0” webinar will examine how state and local government agencies have implemented ESPC projects, highlighting existing relevant legislation and case studies that demonstrate best practices for project development, financing, measurement and verification (M&V), and managing multiple project phases.
This panel will include state agency staff with experience utilizing ESPC; a representative from a national organization supporting state facilities administrators; and an ESCO (energy service company) representative supporting state and local projects.
Featured panelists include:
Steve Taggart, Ameresco (ESCO)
Richard Louis, Maryland Department of General Services Building and Energy Programs
Jim Clute, Georgia Department of Transportation and the National Association of State Facilities Administrators (NASFA)
The discussion will be moderated by Dana Robson (Lawrence Berkeley National Laboratory), along with Dale Hahs (ESPC consultant). The webinar will include opportunities for audience engagement and is intended for state and local agencies and other MUSH-market facility owners, ESCOs, and other stakeholders interested in energy performance contracting.
This webinar is the second in a four-part series exploring ESPC opportunities across the MUSH market. The full series includes:
ESPC in the K-12 market (held September 17, 2026)
ESPC for state and local governments
ESPC financing structures for the MUSH market
Using the newly updated ESPC Model Documents
This webinar is the second in a four-part series examining ESPC implementation across the municipal, university, school, and hospital (MUSH) market. The series will also highlight the eProject eXpress (ePX) online platform, which supports project information management, energy savings tracking, and secure data sharing.
Join us Monday, November 2, 2026, at 9:30 a.m. Pacific/12:30 p.m. Eastern to learn about practical approaches to ESPC implementation that can help public facilities manage energy costs, improve infrastructure, and support long-term operational performance.
