DESCRIPTION:Developed by the Lawrence Berkeley National Lab (LBNL)\, TOWT modeling helps M&V professionals understand complex energy consumption patterns. In an Option C Whole Facility M&V approach\, weather\, occupancy and operational schedules all influence consumption\, but traditional M&V models often oversimplify these relationships. The TOWT separates weather-dependent and time-dependent loads to highlight variable consumption patterns by hour and day of week. For ESCOs\, performance contracting depends on accurate\, defensible M&V\, since verified savings directly determine project payback and financial risk. TOWT models stabilize annual savings results\, which protects guaranteed savings and reduces the likelihood of shortfalls or disputes.
