This session will provide details on how to maximize federal investment tax credits (ITC) for geothermal heating/cooling projects delivered through performance contracting. State/local/utility incentives will be included to illustrate how stacking geothermal incentives can increase project scope, decrease payback, improve cash flow and accelerate decarbonization. Updated Direct Pay/Elective Pay, prevailing wage, apprenticeship, domestic content and energy community requirements will be detailed. Determining geothermal viability through desktop review/indicative proposals for early phases of performance contracting will be reviewed. The progression of geothermal development during the investment grade audit (IGA) to a constructable firm fixed price net of incentives will be detailed. Attendees will understand requirements during construction, commissioning, measurement and verification (M&V) to ensure timely ITC credit or direct payment is received and audit-proof.

Learning Objectives:

  • Identify the requirements for geothermal federal investment tax credits (ITC), State grants, and local utility incentives to increase project scope, improve ROI and shorten pay back. This includes prevailing wage & apprenticeship and domestic content requirements.
  • Determine geothermal viability during preliminary assessment/RFQ/RFP Phases of an ESCO project. Develop ROM geothermal design options together with price & savings to accommodate building heating & cooling loads and the impact of federal ITC and local incentives on project cash flow.
  • Identify the design and constructability details required to progress from a geothermal indicative proposal to developing a firm fixed price & savings included in an investment grade audit (IGA).  This includes feasibility, test well, design, field measurements, and finalized geothermal solution net of federal ITC and local incentives.
  • Understand the requirements during construction, commissioning, measurement & verification (M&V) to ensure the geothermal solution produces the guaranteed savings, secure the investment tax credits (ITC) or direct payment is received and audit-proof.
