Stephen Mitchell serves as Director of Business Development at Rexel Energy Solutions (RES), where he leads the national sales team with a focus on expanding strategic partnerships, streamlining operations, and uncovering new ways to create value for customers. He is a results-oriented sales, marketing, and management executive with more than 35 years of experience driving profitable growth, building strong customer relationships, and leading high-performing teams. Throughout his career, Stephen has consistently aligned strategy, operations, and customer needs to deliver value and exceed expectations.
In his current role, Stephen helps position RES to support customers as the energy landscape continues to evolve toward electrification, efficiency, and sustainability. His career spans senior leadership roles in national accounts, utilities, business development, sales, and marketing at MaxLite, Sea Gull Lighting, JIMWAY, SIMKAR, and Ideal Industries. Across these roles, he has helped launch new channels, grow major customer relationships, and build nationwide sales and service networks.

Ron Haxton, Senior Vice President of U.S. Business Development, Ameresco
Ron Haxton is a seasoned energy and infrastructure executive with over three decades of experience in engineering, operations, and business development. He currently serves as Senior Vice President of U.S. Business Development at Ameresco, where he has contributed for 14 years. Prior to that, Ron spent 18 years with Siemens, holding roles across engineering, operations, and sales, with a focus on Energy Savings Performance Contracting (ESPC) and advanced technologies. He holds a Bachelor of Science in Mechanical Engineering (BSME) from the University of Idaho.
Bob Hinkle, President & CEO, Metrus Energy
Bob established Metrus in 2009 and created the Efficiency Services Agreement (ESA) and Sustainable Energy Services Agreement (SESA), which has become the contractual backbone for the financing of large-scale energy efficiency retrofit and renewable energy projects. Bob helped develop and grow the Energy as a Service market, which is currently a $5.4 billion industry. Previously, Bob was vice president of energy efficiency at MMA Renewable Ventures where he directed the company's energy efficiency financing business and identified and negotiated investment opportunities with ESCOs and large commercial & industrial energy users. He has over 25 years of experience in the energy industry and worked for 10 years at Nexant (at that time owned by Bechtel Corporation). He has developed and implemented over $500 million of large-scale energy efficiency projects and clean energy investment programs in the U.S. and in emerging global markets for utilities, major energy end-users, government agencies, export credit agencies and international donors. Bob currently serves on the board for the Alliance to Save Energy. He has authored articles published in leading publications including Bloomberg, GreenBiz, Utility Dive, and the California Management Review. Bob has an MA degree in international business from the Fletcher School, Tufts University and a BA degree in international politics and economics from Middlebury College.
Leslie Larocque, Senior Vice President, Sales & Marketing, Energy & Technical Services, McKinstry
Leslie Larocque is a nationally recognized energy and sustainability leader with nearly two decades of experience transforming the built environment. As Senior Vice President for the Energy & Technical Services Division at McKinstry, Leslie oversees strategic growth, market development, and delivery of high-performance building solutions through both construction projects and consulting services across the United States.
Since joining McKinstry in 2006, Leslie has built the company's Energy & Technical Services business in the Mountain Region from the ground up, where she directed landmark sustainability projects for K–12 school districts, higher education institutions, municipalities, and private industry clients. Leslie is a strong supporter of regional economic development and a passionate advocate for equity-driven clean energy. She has championed groundbreaking initiatives including the City and County of Denver's community solar garden program — designed to bring renewable energy to low-income residents — and large Energy Performance Contracting programs with the Denver Public Schools and the City & County of Denver that are saving nearly $7 million in annual utility costs. Her work consistently bridges financial performance and social impact, reflecting a conviction that sustainable buildings are a force for positive community change.
Leslie holds a master’s degree in Environmental Policy & Management from the University of Denver and a bachelor’s degree in East Asian Studies from Middlebury College. She has served on several boards including the National Association of Energy Service Companies (NAESCO), the Energy Services Coalition and she led an industry STEM coalition in Colorado to inform the State’s STEM roadmap.

Steve Smith, Vice President, Federal Business Unit, Energy Systems Group (moderator)
Steve has over 20 years of experience in the energy performance contracting industry and has background expertise in industrial building science, energy management, and project financing. As a Vice President for ESG’s Federal Business Unit (FBU), Steve oversees all business activity for the Federal Business. Steve administers over a team of business development professionals, engineering professionals, construction management professionals, administrative staff, and other personnel. He is also responsible for all of the ESG’s enduring service projects. He and his team of managers supervise the development of energy savings performance contracts (ESPCs) and utility energy service contracts (UESCs) in support of the federal government’s energy conservation, electrification, carbon reduction and infrastructure modernization needs. Steve received his MBA from Baldwin Wallace University and his B.S. in Mechanical Engineering from the University of Dayton.
Rhonda Courtney, Vice President of Business Development, Hemma Lighting Solutions
Over a 30-year career in lighting and the ESCO industry, Rhonda has secured more than $120 million in ESPC and lighting design projects and led teams to strong national performance. As Vice President of Business Development at Hemma Lighting, she brings deep industry expertise and a proven track record of driving growth. Rhonda has played a key role in advancing the ESCO industry, founding the Tennessee chapter of the Energy Services Coalition, serving 12 years on its Board, and holding multiple leadership roles with NAESCO, including four years on the Executive Committee.
Drew Franyo, Director of Building Envelope Development, Applied Energy Savings Systems
Drew Franyo is the Director of Building Envelope Development at Applied Energy Savings Systems bringing over 16 years of hands-on experience in building performance assessment. A certified building analyst, Drew has evaluated more than 95 million square feet of municipal, federal, and commercial facilities. His work focuses on identifying envelope deficiencies that impact energy performance, durability, and occupant comfort, and translating field data into actionable, performance-driven solutions.
Brandon Miles, Senior Manager of Business Development, Aeroseal
Brandon Miles is the Senior Manager of Business Development at Aeroseal, where he leads strategic growth within the ESCO, ESPC, and energy-as-a-service markets. Over the past five years, Brandon has supported the development and execution of more than 50 commercial duct sealing projects across municipal, university, school, healthcare, federal, and commercial facilities.
His work focuses on positioning Aeroseal duct sealing as a measurable energy conservation measure that helps ESCO partners reduce HVAC energy waste, improve air delivery, enhance comfort, and support long term building performance. Brandon works closely with ESCOs, engineers, facility owners, and implementation teams to identify high value airside opportunities, develop savings narratives, support project qualification, and translate measured leakage reduction into customer-facing value.
With a background in business development, project development, and consultative sales, Brandon specializes in helping ESCO partners integrate duct sealing into ESPC and broader building performance programs. His experience includes supporting opportunity development, technical scope alignment, M&V strategy, and partner education to help advance duct sealing from an emerging measure into a repeatable, scalable solution for commercial energy efficiency projects.

Eric Fournier, Senior Vice President of Business Development, Avi-on Labs (moderator)
Eric has over 25 years of experience in the lighting control industry. Over the years, he has been leading teams of seasoned product managers, brought to market innovative award-winning products. Most recently Eric has helped build the Avi-on brand within the industry and position it as the leader in Bluetooth lighting controls.
Mark Gallick, Account Executive, McClure Company
Mark Gallick graduated from Penn State University with a Mechanical Engineering Degree. Mark is responsible for developing Guaranteed Energy Savings Agreements (GESA) with K-12 School Districts.
After graduating from college, Mark worked in the Building Automation market. Beginning as a field engineer and quickly moving to application engineering and finally into Account Management. Mark moved into his role as an Account Executive with McClure in 2012. His experiences in system operation, energy savings strategies, and serving customers has given him the skills to communicated technical aspects of building systems to non-technical buyers. Since his start at McClure, Mark has been involved in the development and execution of over $100 Million in energy savings programs in K-12 market across the Mid-Atlantic.
Lara Spader, Senior Director, Energy and Sustainability, Facilities and Campus Operations, George Mason University
As the Senior Director of Energy and Sustainability at George Mason University, Lara Spader is responsible for leading coordination of the university’s efforts in sustainability, energy efficiency and utilities management. In this role, she oversees the Energy & Utilities Management Program, the Central Heating and Cooling Plant, and the Office of Sustainability. Before joining George Mason, Lara served as a Program Manager in the U.S. Department of Energy’s Office of Clean Energy Demonstrations where she co-led the Industrial Demonstrations Program responsible for managing the execution of $6.3 billion to support large-scale emissions reduction demonstration projects. Previously, Lara worked at the U.S. Department of Veterans Affairs (VA) as the Director of the Energy, Environment and Fleet Program Service. Within that role, she oversaw VA’s Department-wide policy and programs for energy and water management, energy performance contracting, fleet management, environmental management, sustainable buildings and climate change adaptation. Prior to that, she was the Program Manager for VA’s nationwide Energy Performance Contracting Program with oversight of over $1 billion of energy efficiency projects at VA medical centers. Lara joined the Federal government as a Presidential Management Fellow, served a detail at the White House Council on Environmental Quality, and was a 2020 VA Congressional Fellow at the U.S. House of Representatives. She is a Certified Energy Manager with a Master of Business Administration from the George Washington University and a Bachelor of Science in Management from Boston University.

Unacceptable Conduct
NAESCO values a safe and inclusive environment for all participants and expect everyone to adhere to these guidelines during NAESCO events. Unacceptable behavior includes:
Consequences of Unacceptable Behavior
Unacceptable behavior will not be tolerated at any NAESCO events. Immediate compliance is expected from anyone asked to cease such behavior. NAESCO reserves the right to take necessary and appropriate actions, including immediate removal from the event without warning or refund, in response to any incident of unacceptable behavior.
If additional action is needed, the Executive Director will investigate the allegation and determine if there is a violation. All involved parties must cooperate with the investigation.
Once the investigation is concluded, the Executive Director will write a report and share with the NAESCO Executive Committee and counsel to determine next steps, if any.
NAESCO reserves the right to seek legal actions from those responsible for violations that caused damages or financial losses to NAESCO. All involved parties agree to waive any right to bring legal action for claims or damages against NAESCO or any person acting for NAESCO in his or her capacity in the enforcement of this Event Code of Conduct.
Reporting Conduct Violations
Conduct in violation of this NAESCO Event Code of Conduct should be promptly brought to the attention of Timothy Unruh, Executive Director, timothy.unruh@naesco.org, so appropriate action is taken.
Retaliation against any individual who reports a violation or participates in an investigation is prohibited and will be addressed accordingly.
